Should the DS-3035 Barcode Be Printed in Color?
The Department of State currently instructs J-1 waiver applicants to print the barcode generated by the online DS-3035 application in black and white. The barcode identifies the applicant's waiver record and should be included on the printed form mailed in the Step 2 filing package.
The barcode is generated after DS-3035 is completed
After the applicant completes the online waiver recommendation application, the system generates the applicant's waiver case number and barcode.
The printed form containing that barcode is then used in the mailed Step 2 package.
DOS specifically requires black and white printing
Current DOS instructions state that the barcode must be printed in black and white and should not be printed in color.
Applicants should follow that instruction even if their printer is capable of producing a color copy.
Do not recreate or alter the barcode
The safest approach is to print the barcode produced by the official DS-3035 system without editing, resizing, recreating, or substituting another barcode.
The case number and barcode are used to associate the mailed filing with the applicant's electronic waiver record.
The barcode is only one part of the Step 2 package
A correctly printed barcode does not make the filing complete by itself. The applicant must also mail legible copies of every DS-2019 or IAP-66 and the required processing fee with the application.
DOS states that the application and fee must be submitted together.
Keep a copy of the complete filing
Before mailing the Step 2 package, keep a copy of the printed DS-3035 and barcode together with the supporting forms and payment information.
The waiver case number should also be preserved because it is used to check status and identify later communications.
