How Do You Show the J-1 Is Important to the Federal Program?

An IGA case is stronger when the record explains why the applicant's specialized skills, training, experience, or project knowledge are important to the federal activity and why losing those services would materially affect the program.

Describe specialized qualifications

Identify the technical knowledge, research experience, professional training, methodology, language ability, or other expertise relevant to the federal activity.

Explain why those qualifications matter now

The waiver request should connect the applicant's expertise to current project objectives rather than merely recite the resume.

Show the role is difficult to replace

Evidence may address project-specific knowledge, continuity, recruitment difficulty, specialized training, or the time necessary to replace the applicant.

Agency-specific standards can be demanding

HHS research guidance expressly examines whether the exchange visitor is integral to a high-priority program and possesses qualifications beyond what is ordinarily expected.
