What Does HHS Require for a Research IGA Waiver?

HHS operates an agency-specific J-1 waiver program for qualifying health research cases. Current HHS guidance requires evidence that the activity is high priority, the exchange visitor is integral to the program, the applicant has outstanding qualifications, and recruitment efforts have not located a suitable replacement.

Research must be high priority

Current HHS instructions require a detailed description showing that the research program or activity is high priority and of national or international significance in an area of interest to HHS.

The exchange visitor must be integral

The institution must explain how loss of the exchange visitor's services would seriously restrain the initiation, continuation, completion, or success of the program or activity.

Qualifications and recruitment are part of the record

HHS requests documentation of outstanding qualifications as well as evidence of genuine efforts to recruit a suitable replacement.
