J-1 Waiver Problems

Why Would the Department of State Return a DS-3035 Without Processing It?

DOS may return a waiver filing when required Step 2 procedures are not followed, including use of an improper form version, separating the barcode application from the fee, or sending the application to the wrong address.

The online DS-3035 must be used

DOS states that applicants must complete the online DS-3035. An application submitted using another version will be returned.

The barcode application and fee must travel together

DOS expressly warns that if the application and payment are submitted separately, the separated item will be returned and the application will not be processed.

The correct mailing address matters

DOS publishes separate current addresses for U.S. Postal Service and courier delivery and states that an application sent to the incorrect address will be returned.

All DS-2019 or IAP-66 copies belong in Step 2

Current instructions require legible copies of every DS-2019 or IAP-66 issued to the applicant as part of the Step 2 package.
